The short answer
The best free IELTS writing checker is not the one that gives you the highest band. It is the one that shows you what to fix. A good one gives you a band for each of the four criteria, explains each band using your own sentences, names the type of every mistake, and treats Task 1 and Task 2 differently. It is also honest about what it cannot do.
No free tool gives you an official score. Only the real IELTS test does that.

These show you what a Band 6 or a Band 7 answer looks like. What they do not do is read your own essay and tell you what to fix. Use them to learn the target, then use a checker or a teacher to measure your own writing against it.
One warning: IELTS Progress Check, the official online practice test graded by IELTS markers, closed in June 2024. If a guide still recommends it, that guide is out of date.
ChatGPT: great for learning, weak for a band
ChatGPT is a very good study partner. It can give you ideas for an essay, explain a grammar rule, suggest a better word, or tell you if a sentence sounds natural.
It is weaker when you want a band you can trust:

Paste the same essay into two new chats and you may get two different bands.

It does not know the task unless you tell it
A Task 1 chart report needs different feedback from a Task 2 essay.

It has no built-in record of your IELTS progress
You have to track your bands yourself.
If you use it for feedback, give it the task question and ask for a band for each of the four criteria, with a reason that quotes your own sentences. The answer becomes much more useful, even though the number is still only an estimate.
Grammar checkers: good for the final proofread
A grammar checker finds spelling mistakes, missing articles and wrong verb forms. That is useful, especially at the end.
But it does not know what the question asked. It cannot tell you if you answered it, if your paragraphs are well organized, or what band your essay is. An essay with no grammar mistakes can still get a low band if it does not answer the question.

An IELTS writing checker is made for one job: marking an IELTS answer against the four criteria. It is the best option when you want feedback after every practice essay without paying each time.
They are not all equal, so judge the result, not the website. Here is the difference between a result you can use and one you cannot:

Accuracy claims
If a website says it is as accurate as a real examiner, ask who tested it, on how many essays, and how close counts as close. Even two trained examiners can give the same essay slightly different bands.

Check how many essays you can check for free, if you need a credit card, if you get the full feedback or only a score, and if your essays are saved so you can see your progress.

A teacher: the most careful check, at the right time
A good IELTS teacher gives the most careful feedback. They notice things a tool can miss, like whether your ideas are really convincing. The cost is money and time, so most students cannot get a teacher's review on every practice essay.
A good plan is to practice often with a checker, and ask a teacher to review your writing at key moments, like a full mock test a few weeks before your exam.
Why do two checkers give you different bands?
Because they do not all read your essay the same way. Some look mostly at grammar. Some cannot tell a Task 1 report from a Task 2 essay. Some give one number and nothing else. So when two tools disagree, do not just believe the higher band. Compare the reasons they give, and trust the one whose reasons match your essay.
